This vase belongs to a lineage of Mexican folk pottery, specifically from regions like Talavera-style workshops in Puebla, or possibly Jalisco. While it’s not traditional Talavera (which has a tin glaze and denser blue/white decoration), the bright floral motifs and clear hand-painted elements suggest it was made for artisan or tourist markets, possibly even for export in the 1990s.
The glaze and floral painting are applied by hand, which you can tell by the brushwork and slight color variations.
The palette — especially the cobalt blue, teal green, and terracotta red — is common in Mexican decorative pottery.
The base is unglazed terra cotta, another hallmark of ceramic work from central Mexico.
